Bug Description

The ServiceManager in manilaclient/v2/services.py has a
  server_api_version() method that is currently untested in
  manilaclient/tests/unit/v2/test_services.py. The method
  attempts to retrieve the API version supported by the server
  via _get_with_base_url, and returns an empty list if a
  LookupError is raised (for older Kilo and prior Manila
  servers).
