Until #602 is done, we should at least show the user a message to make it clear why things aren't working.

    @jacob314 @kenzieschmoll I've added this warning on the first Dart file you open if there are no analysis roots:

    This should make it clearer why some things don't work. The issue for a proper fix is #602 which requires an SDK fix (dart-lang/sdk#32256).
