Same goes for Dart: Run All Tests (#2565), running from Test Tree, etc.

This appears to be a regression in VS Code, with noDebug being lost from the launch configs when calling startDebugging:

microsoft/vscode#100364

    This was fixed by VS Code in a patch release.
