Support running Flutter apps with no VM service connection

When running on some cloud IDEs like Codespaces, it's hard to get a connection to the VM Service (it requires the Dart Debug extension, but that fails to authenticate for some setups). We should add a flag to enable running Flutter without any VM Service connection (this will result in some functionality not working, but it's better than not being able to run from the IDE).
