When this lint is enabled, we should insert relative imports by default.

    Fixed by https://dart-review.googlesource.com/c/sdk/+/220200.

    @bkonyi FYI! Although DDS doesn't have prefer_relative_imports enabled, so it doesn't currently trigger there. If the lint is enabled, then the code completion will use relative paths for its auto-imports.
