Don't hide output channel if Flutter requires initialising on initial load #3912

If Flutter is not initialised when we spawn it, we run flutter doctor and show its output in an Output window. If there's no error code the output pane is automatically hidden at the end - however it may contain useful information (doctor results, not about Flutter analytics) so it would be best left visible.
