Dart: Collect Diagnostic Information runs flutter doctor even in non-flutter project #4789

To Reproduce
Steps to reproduce the behavior:

1. Open a plain dart project
2. Call "Dart: Collect Diagnostic Information"
3. A loader with the "running flutter doctor" text will be displayed

Expected behavior
flutter doctor is not called
