We run "pub deps" in projects when you expand them in the dependencies tree, but this can result in creating an unwanted .dart_tool folder (for example in the SDK expanding language_server_protocol in my analysis server workspace):

    Don't try to run "pub deps" where we shouldn't run "pub"
