Widget Preview leaks processes (on Windows?) #5691

Originally reported at flutter/flutter#175002 thinking it was a Flutter issue, but I think it's actually just the usual thing of terminating the shell process not terminating the spawned process (the reason we have record pids from so many processes).

The PID was added in flutter/flutter#175003 so we need to handle the new event and record the PID.
