See dart-lang/tools#2104.

This was started at dart-lang/tools#2107 but was blocked because the output was bad. That should be resolved now, so we should be able to finish this off.

    The change in dart-lang/tools#2107 landed and I opened a change in the SDK to update tools(/test_reflective_loader) at https://dart-review.googlesource.com/c/sdk/+/481120.

    It will need a new release of test_reflective_loader for external users to get this, but the implementation work is done.
