Add completion for Add Dependency when using dev: prefix #5998

Is your feature request related to a problem? Please describe.
The dart pub add and flutter pub add commands accept the dev: prefix before a package name. But the completion is gone if you write that.
Describe the solution you'd like
Detect if the user wrote dev: and add the suggestions after that.

It already works fine, we just don't have completions. Somewhat related to:
