Adopt new protocol for interactive command arguments #6054

Description

@DanTup

Our current mechanism for "interactive refactors" (like Move to File) is currently Dart-specific, and code-action specific.

The Go team has specified a similar extension to the LSP protocol that supports collecting arguments interactively for any command:

golang/go#76331

Migrating to the same protocol will allow us to share front-end extension code and also collect user-input in more places than just CodeActions. This requires work in both the server and Dart-Code.

    This is done - todays pre-release of Dart-Code enables the new functionality without any flags (although it needs a bleeding-edge SDK currently).

    There's still an open PR about real-time validation, but that's an additional enhancement.
