Captures CPU profiles generated during CI test runs and uploads them as GitHub Actions artifacts, addressing issue #6097 where extension host profiling output should be preserved for analysis.
Changes:
- Upload
.cpuprofilefiles as per-matrix artifacts during build/test jobs (always runs). - Merge per-matrix CPU profile artifacts into a single
cpu-profilesartifact in the merge job.
