Moving this from flutter/flutter#188952.

The initial cause is due to the analyzer using print and breaking the protocol which is raised at dart-lang/sdk#63767.

Once that's fixed, we need to ensure that we don't leave things in a broken state (eg. we should detect the Dart SDK change and prompt to restart the server).
