Add require: false to aws-sdk-s3 in Gemfile - #4791

Adds require: false to gem 'aws-sdk-s3' in Gemfile. This prevents aws-sdk-s3 and its transitive dependencies (aws-sdk-core, aws-sdk-kms) from being eagerly loaded during Rails application boot in web and worker processes, saving heap memory. config/sitemap.rb explicitly calls require 'aws-sdk-s3' when sitemap generation tasks execute.
