Epic: Reconciliation and drift detection #450

Spec: 5.1-reconciliation.md
Plans: reconciliation.md ·
reconciliation/phase-3.md ·
reconciliation/phase-4.md

One graph accumulates a stack of traces, one per execution, and writ status classifies live state
against the latest trace's recorded content identity. Etag and Digest capture landed; the classification
and the state-checked unwind gates did not.

The latest entry point this depends on is the subject of a Windows-campaign task — today nothing reads
it at all.

First feature: #845 — reconcile converges. The report exists; nothing acts on it. Orphaned links (source left the layer) are unlinked, stale ones relinked, missing ones made, modified copies left and named. Depends on origin being surfaced (#473) to say whose file an orphan was.
