Epic: Rename op to workflow, then partition it #451

Open

Description

@David-Noble-at-work

Plans: workflow-rename.md ·
step 55 ·
step 57

Five phases, roughly 200 importing files and 2,499 qualified references, plus the taxonomy:
Graph→Definition, ExecutableUnit→Node, Node→Step, Subgraph→Block, RecoveryStack→Ledger,
GraphExecutor→Executor.

This owns a serial window. Any in-flight branch under pkg/op/ conflicts irreparably while it runs,
so its prerequisites finish first: mine the stale worktree before retiring it (step 57), and curate
internal/ before its imports are rewritten a second time (step 55 — internal/pwsh was its first
verdict).

The workflow/internal partition is not in the rename plan, which is explicitly a pure rename. It is a
sixth phase with one judgment per exported symbol.

    Added #715 — rename the provider roles.

    +devlore:surface=graph produces RoleAction and +devlore:surface=module produces RoleModule: two vocabularies for one idea, connected only by a switch in generate.star. An author writes graph, the generated code says Action.

    The rename makes it unavoidable rather than merely untidy. This plan maps Graph → Definition, so surface=graph will name a type that no longer exists — and module is Starlark's word for a namespace, not a term in the new taxonomy either. Neither current word survives.

    Also worth flagging on this epic: the plan's stated prerequisite is satisfied. It says work cannot start until refactor/extract-starlark-from-op.phase-8 merges to develop; that branch is gone and phase 8 has landed. The plan has been status: draft since 2026-05-30 and its Current State was audited 2026-05-26 — before claims, claimcheck, sealed provider resources, and the conversion rules, all of which added substantially to pkg/op. Its rename mapping and phase boundaries are worth re-auditing against the tree before the window opens.
