devlore-cli scripts state the base-layer prerequisite

scripts/New-DevloreKeyVaults and scripts/Get-EpicReport both source Declare-BashScript from PATH.
Nothing tells a reader that requires a deployed base layer.

devlore-cli is public and Apache-2.0, so an outside contributor cannot obtain a private base layer at all.
Either the shared library also ships inside this repository, or these scripts are declared internal-only.
That decision belongs here.
