Fix the supersession banner: it cites a completed, unrelated step #522
Description
6.1's supersession banner names the reconciliation as "phase-8 step 35", twice — once as "under
research" and once as "phase-8's final task".
Step 35 is "Retry-policy tri-state + per-type defaults", and it completed 2026-07-20.
The work described is step 38's, which is deferred and had no tracking issue until this epic. A reader
following the citation concludes the reconciliation shipped in July, when it has not started.
Replace both citations with this epic, and drop the step number — plans cite issues now.
