The sealed Graph: its construction, its integrity, and the guarantees it makes to everything holding one.
No epic owned it — workflow-rename.md owns renaming its types, and
nothing owned their semantics, which is how a plan for graph immutability drifted at in-progress while
the feature was repeatedly reported done.
