4-resource-management.md gains §"The catalog travels with the graph" (intent-only ledger, mandatory-even-empty
section, pre-flight hard-fail, plan-time claiming rules); Appendix A is deleted as rejected; 4.1's file
ruling amends to rel identity (git model); the transport plan's content-only step is annotated superseded.
Sketch disposition: resource-construction + catalog-reconciler-logic retire on integration; stack-comparisons
fold into 3.6; package-signatures moves to the LorePackaging design home.
