Implement versioning with timestamps and commit hashes #82

Summary

Adopt the same versioning scheme as noblefactor-ops/star for devlore-cli (lore and writ).

Version Format

v0.1.0-rc.20260206T143022-abc1234    # RC: pre-release with timestamp + commit
v0.1.0+20260206T151033.ghi9012       # Release: with build metadata
v0.1.0                                # Clean tag (points to same commit)

Sorting (semver compliant):

v0.1.0-rc.* < v0.1.0 = v0.1.0+metadata

Requirements

1. Create VERSION file with base version
2. Create scripts/bump-version.sh with gap validation
3. Add Makefile targets:
   • make bump-patch, make bump-minor, make bump-major
   • make release-candidate (alias: make rc)
   • make release
   • make clean-rc
4. Embed full version in binary via ldflags
