docs(guides): resolve writ guide order collision - #292

packages-manifest.md and receipts.md both carried order: 4, leaving their relative position on the site's guides page unspecified (the page sorts each tool group by order). Receipts moves to 5 and Repositories to 6: Overview 1, Manage Environments 2, Platform Awareness 3, Packages Manifest 4, Deployment Receipts 5, Repositories 6 — the two reference guides sit adjacent. Chartered follow-up 1 (devlore-cli half) of docs/plans/fix-windows-build-and-guide-category.md; plan: docs/plans/docs-writ-guide-order.md.

Receipts → 5, Repositories → 6; the writ sequence is now 1–6 collision-free with the two reference guides adjacent. docs-publish syncs the new orders to the website on merge.
