Phase 3 of the writ-deploy scenario (#346): a scenario matrix job — checkout, Go, make test-scenario — on ubuntu-latest and macos-latest. The full quality gate stays ubuntu; this PR's own checks are the first cross-platform proof of the sandbox harness and deploy leg. Windows joins via the #91 audit (phase 4).

Phase 3 of #346: the
scenariomatrix job (ubuntu-latest + macos-latest) runningmake test-scenario— the real binaries driven end-to-end in the pristine sandbox on both unix platforms. The full gate stays ubuntu-only; this PR's own checks are the first cross-platform run. Phase 4 (Windows) rides the #91 audit.
