Description
This is the final piece of code removal that actually detects and restores project.json code.
iow, the final piece that affects what the user can get to.
There is more code removal for our own long term sanity but that'll be handled later.
Note that this is a fairly minimal change that just makes sure the next major version doesn't detect any project.json projects. We can remove more code, but that's more time and we need this merged today.
