Description

The updatePackageLastAccessTime configuration setting was added in PR #4222, but it was not included in the list of valid config keys returned by ConfigurationConstants.GetConfigKeys(). This caused dotnet nuget config set updatePackageLastAccessTime true to fail with the error: 'updatePackageLastAccessTime' is not a valid config key in config section.

Changes:

1. Added UpdatePackageLastAccessTime to the list returned by ConfigurationConstants.GetConfigKeys() in ConfigurationContants.cs
2. Added test case [InlineData("updatePackageLastAccessTime", "true")] to XPlatConfigTests.ConfigSetCommand_WithConfigFileArg_AddsSetting to verify the config key can be set successfully

This minimal fix enables users to successfully run:

dotnet nuget config set updatePackageLastAccessTime true
