Fixes: NuGet/Home#14575
Description
NuGet.Commandline.Xplat was not being generated with a
0version prior to https://github.com/NuGet/NuGet.Client/pull/6802/files.That changed fixed it up, so cherry-picking this should fix the problem.
Note that the fix will require an SDK insertion to be completed first, so we'll need a workaround here.
