Same as #1728
When Ctrl+Enter starts a managed R terminal with the session watcher enabled, vscode-R currently prompts to install or update its bundled sess package in the user's normal R library.
Even though the user can decline, modifying the user's package library just to provide editor integration feels unnecessarily invasive, especially when the user may already manage sess independently.
We already use an extension-managed isolated library for R Interactive. It may be worth considering a similar approach for ordinary managed R terminals, so vscode-R can use its expected bundled sess without modifying the user's package environment.
