BUG: Remove duplicate Python packaging steps in Package workflow - #2582

The commit 4559d6d (Enable Elastix of GHA Packaging) accidentally inserted duplicate 'Package Python 3.11' and 'Package Python 3.10' steps before the 'Package CSharp' step. These steps already existed after the 'Package Java' step.

Commit 4559d6d ("Enable Elastix of GHA Packaging") accidentally inserted duplicate
Package Python 3.11andPackage Python 3.10steps immediately after theCleanup buildstep. Those steps already existed afterPackage Java. This removes the two duplicate steps.
