When
SimpleITK_USE_SYSTEM_ITKis ON, theITKExternalProject target is never created. Unconditionally listingITKas a dependency of the Elastix ExternalProject causes a CMake configuration error:Fix by only adding
ITKto the Elastix dependency list when not using the system ITK.
