CI: move WRAP_RUBY testing from macOS to Linux batch build job - #2648

The default/system Ruby on the macOS GitHub Actions runner images is no longer well suited for building native extensions (e.g. SWIG-wrapped modules): actions/runner-images now ships Ruby only as an optional cached tool set up via ruby/setup-ruby rather than a build-ready system install, and relying on the bare system Ruby for WRAP_RUBY has become unreliable. Move WRAP_RUBY:BOOL=ON from the macos-14 (Xcode 15.4, Python 3.10) job to the existing ubuntu-22.04 gcc-12 job, which already builds successfully with a full GCC toolchain and apt-provided Ruby development headers.

Summary
The macOS GitHub Actions runner images (see actions/runner-images macOS 15 readme) now list Ruby only under Cached Tools rather than as a build-ready system default, making the bare system Ruby unreliable for building native/SWIG extensions such as SimpleITK's Ruby wrapping.
