GitHub retired the macos-13 hosted runner (fully unsupported as of Dec 2025). Move the Intel macOS jobs to macos-15-intel and bump the pinned Xcode versions to ones available on that image. C# wrapping is dropped from the MinSizeRel job since it is no longer available on macos-15-intel.
