Tracking: all currently @Disabled tests and their root-cause issues #29

Purpose

Master index of every @Disabled test currently in java/tests/junittests/,
each with the specific issue tracking its root cause -- so re-enabling a test
means closing/checking off the linked issue, and no disabled test silently
loses its tracking. Per this project's standing strategy: port tests, disable
failures with a clear note, root-cause and re-enable later rather than delete.

Update this checklist as tests are disabled/re-enabled.

Currently disabled

Not disabled, but excluded from full-suite runs via --exclude-classname

(pass individually/in isolation -- different mechanism than @Disabled, tracked
separately since these aren't "broken", just don't currently combine safely with
the rest of the suite in one process)
