You can only use
pkginto install binary packages, it doesn't rebuild from source. You'll need to provision a pkgbuild image and build your own binaries which include those options.The general overview is documented here:

How to install PHP last version with params?
Example:
sudo pkgin install php-7.4.6 --enable-maintainer-zts --with-tsrm-pthreads
I need ZTS in PHP. Is there any other way?
