fail2ban-0.11.2nb2now try to run withpython 3.11which cannot work, cause fail2ban-0.11.2 is not ready for python > 3.9 yet.- added 2 commits that reference this issue

fail2ban-0.11.2 is not ready for python 3.10 yet. Would it be possible to use and require python 3.9 for now?
