v0.9.0 release candidate

Finalize Surface Topology Intelligence.

Release contents

• --topology: host/path grouping of archived normalized endpoint evidence
• observed schemes, capture counts, first/last seen, parameter unions
• deterministic parameter-set variants with URL/capture counts
• --cooccurrence: unordered parameter-pair evidence with URL, route and capture counts
• local web UI support for both topology and co-occurrence
• explicit archive-only semantics with no vulnerability/exploitability scoring
