Prepare v1.0.0 release - #33

v1.0.0 release candidate

Finalize Wayparam 1.0 and its stable evidence-report contract.

Release contents

• JSONL-only --report evidence bundles
• versioned wayparam-evidence-report/v1 schema
• manifest with generator/source/evidence scope/sections/completeness metadata
• summary, history, params, timeline, topology and co-occurrence from one Wayback metadata pass
• optional --report-changes BASELINE COMPARISON in the same bundle
• local web UI support with JSONL enforced automatically
• archive-index-only semantics; no live-target or vulnerability inference

Release metadata

• project/runtime version -> 1.0.0
• CLI and GUI manpages -> 1.0.0
• Debian package -> 1.0.0-1
• finalized CHANGELOG section
• updated packaging examples

Closes #30 once merged and validated.
