[improve][build] Upgrade Jackson to 2.21.7 - #26754

Motivation

Keep Jackson on the maintained 2.21.x line while adopting its latest patch release.

Modifications

Upgrade the Jackson BOM and modules from 2.21.6 to 2.21.7. Retain annotations at 2.21, as specified by the BOM, and update the server and shell binary-license inventories.

Verifying this change

• Make sure that the change passes the CI checks.

Existing test coverage was used. help assemble sanityCheck checkBinaryLicense passed with configuration cache enabled. All 25 focused ObjectMapperFactoryTest, ScalableTopicStatsJsonTest, JSONSchemaTest and GenericJsonRecordTest cases passed on Java 17 with retries disabled.

The resolved server dependencies retain Jakarta EE10, Jackson 2.21.x and Netty 4.2.18.Final. The dependency update report also passed with configuration cache, configuration on demand, parallel execution and build cache disabled.
