Select the overridden protobuf BOM in pulsar-dependencies and omit conflicting catalog constraints so runtime and utility libraries use compatible versions. Assisted-by: Codex

Motivation
Keep the Protobuf compiler and Java runtime aligned on the latest stable release, adopting the Java runtime and code-generation improvements in the 4.36 line.
Modifications
Upgrade the shared Protobuf version from 4.35.1 to 4.36.2. This updates the BOM, protobuf-java, protobuf-java-util, and the protoc version used by client and broker builds. Update the server binary-license entries.
Reviewed the 36.0 release notes: Pulsar does not use the removed experimental FieldOrder API, and its proto2/proto3 schemas are unaffected by Edition 2026 defaults. No schema or application-source changes are needed.
