Labeler is using pull_request_target #2905

Hey @lprimak some of the other ASF projects had already removed the labeler a while back.
On new projects I had stopped adding it.
I think #2575 was around the time I knew about the issue.
In progress apache/infrastructure-website#309 merged today was all I saw recently
Ugh. I like labeler. Is there a way to make it work past November?
On Apache CloudStack they are now using agentic workflows to label and categorise issues automatically.

Basically to run these you need write access on a repo as the main requirement and a paid plan with Copilot or Claude etc.
Google search is telling me it is possible to auto label PRs and some references mentioned the label command:
Not sure if you have seen Apache Magpie:
Some automation there I have been watching for a while.
I have no idea. I think Shiro has this stuff enabled but I am not sure. Can this be done in PR form?

On Nov 2, GitHub is going to disable
pull_request_targetevent for GH actions by default.Labeler workflow is using that event. There needs to be a fix for this.
