Linear WCS : Projected X - Projected Y in meters for planetary surfaces #15437

What is the problem this feature will solve?
In planetary sciences coordinates on the surface of a body are often represented using linear coordinates in meters (Km, ...).
This is issue is about implementing linear CTYPE xyPX - xyPY (Projected X - Projected Y) which units are meters, for planetary WCS, following https://doi.org/10.1029/2018EA000388.
