chrome://resources/js requests fail #263

Issue was originally found while testing the credits page, further checks found that it appears that all chrome://resources requests fail.
I couldn't find an existing issue for this, though I wonder if the fix for this CEF issue is the cause: https://bitbucket.org/chromiumembedded/cef/issues/2037/add-support-for-chrome-hosts-handled
I found that all of the chrome://webui-hosts pages that require external resources (ie. anything but the main page) would fail to load.
This does not reproduce for me in current master.

Steps to reproduce (using cr.js file used by various internal chrome:// pages)
Expected:
Resource is loaded
Actual:
Error page returned:ERR_FAILED Failed to load chrome://resources/js/cr.js
Error logged to console:[0313/174148.823:ERROR:content_client.cc(294)] No data resource bytes available for id 27710
JCEF versions tested (and reproduced) in:
Originally found using commit d1089f4 (bb) (the first commit on 2016-11-30, before chrome_elf was added)
Reproduced on the latest commit dfe1828 (bb) (the second commit on 2017-02-28)
Reproduced in both win32 and win64
CEF versions tested (and could not reproduce) in:
Latest on win64: CEF 3.2987.1591.gd3e47f5 / Chromium 57.0.2987.88
Matching JCEF version on win64: CEF 3.2924.1572.g178f101 / Chromium 56.0.2924.76
