CFP: ListenerSet for Cilium GatewayAPI Controller #42756

Cilium Feature Proposal

Summary

Add support for the experimental Gateway API resource XListenerSet, introduced in Gateway API v1.3+ (and still part of the experimental channel as of v1.4). This feature allows multiple Gateways to share listener configuration, improving configuration reuse and operational consistency.

Background / Motivation

We want to have XListenerSet support to allow users add their own blocks to gateway object and then merge it. Cilium 1.19.0-pre2 currently supports Gateway API up to v1.4.0, but the implementation in the operator/pkg/gateway-api controller does not appear to handle XListenerSet resources. When applying an XListenerSet manifest, the resource remains in the following state indefinitely:

Status:
Conditions:
Type: Accepted
Status: Unknown
Reason: Pending
Message: Waiting for controller
LastTransitionTime: 1970-01-01T00:00:00Z
Type: Programmed
Status: Unknown
Reason: Pending
Message: Waiting for controller

This suggests that the Cilium Gateway API controller does not yet reconcile or watch for the XListenerSet kind.

The XListenerSet feature was added to the experimental channel of the Gateway API spec to support configuration sharing and delegation of listener definitions. Support for this resource would allow users to reduce duplication in multi-Gateway setups and leverage the richer configuration model introduced in newer API versions.

Proposed Solution

Extend the Cilium Gateway API controller (in operator/pkg/gateway-api/) to:

Watch for XListenerSet resources from the Gateway API CRDs (group gateway.networking.x-k8s.io).
Reconcile listener configuration from XListenerSet objects and apply them to corresponding Gateway resources that reference them.
Propagate status and events for validation, conflicts, and merging (similar to how listeners are handled today).
Optionally provide a feature gate or configuration flag for enabling experimental Gateway API kinds.

    Version 1.5.0 of gateway api has been released and it includes ListenerSet which is now generally available:

    I was surprised that Cilium not supports that :(

    Yes, Cilium does not currently support LIstenerSet, we have been waiting for v1.5.0 support. Once #45251 merges and the Gateway API dependency is updated, someone will be able to pick this up.

    Please note that this is a complex feature. It is not a good first issue, or a good candidate for AI-generated PRs. It will need some design and/or consultation before starting, which should happen with discussion in this issue.

    That had been merged. Which release would have that? 1.19.3?

    Noone has started work on this yet, so the earliest version it will be available in is v1.20.

    I would also appreciate this feature

    second that - I'm currently migrating a fleet of clusters from other CNIs+ingresses to cilium+gateway API with hundreds of ingresses including tls-secrets and while the separation makes total sense from a network and separation-of-concerns-perspective, it gives me quite the headache

    Working on a PR for this. Currently a work in progress, I will let you know once it's ready for review.

    Hi, I'm currently working on an implementation for ListenerSets for Cilium as well.

    I currently have a branch with all of the upstream conformance tests passing, as well as a significant set of additional unit tests.

    I will have the branch cleaned up an opened for review sometime this week. Looking forward to getting some testers and validation on the build images.

    Draft PR is now open here #46303

    I pasted a conformance run | grep -i listenerset at the end as some encouragement.

    @cblaettl Would you be able to test out my branch in your environment? I'm ready to respond to any feedback, and also collaborate if you find any bugs that need fixing. In this case, feel free to open a PR against my branch, and we can rebase and squash with Co-Author signoff.

    I would also like to add you as a Co-Author on my commits that overlap with the functionality that you implemented, which looks like 5 commits or so). Would that be okay with you?

    After taking a look at the branch, let me know if you would be fine with closing your branch in favor of mine.

    An initial batch of container images have been built from the branch. If you have a bleeding edge Cilium installation, you can test ListenerSet features using the following container image for the cilium-operator.

    This is pre-alpha software and should not be used in a production environment

    quay.io/cilium/operator-generic-ci:d12045db0d6394f328b423dfa209590b4aad6d8e

    If you would like to test it out locally, you can use the relevant make targets on a Linux machine.

    $ git checkout --track origin/pr/asauber/implement-listener-sets
    $ make kind-down
    $ make kind
    $ WAIT_DURATION=5m make kind-servicemesh-install-cilium-fast
    $ make gateway-api-conformance
    $ # You now have a local cluster with ListenerSet support

    Please test it out and provide any feedback on the PR #46303
