Create a pull request without pushing a branch #1098

Describe the feature or problem you’d like to solve

At times it is useful to not push the branch, before creating a pull request (especially a draft PR).

Proposed solution

gh pr create should check if the branch already exists at origin if it
does, not push to it.

    I can think of some scenarios where you wouldn't want to push your commits before creating the PR. Having a flag like --no-push might be a good solution to problems like these.

    It also might be helpful to list other reasons people might not want to push before a commit (in addition to the "it's a draft" reason that @coot suggested)
