When I try to create a PR using a label that hasn't yet been created, I want gh to do what I said. This seems like the most "Unixy" way of doing it.
Proposed solution
If the label does not exist, gh will create it then try again to create the PR.
Alternative solution
Create a flag, --force-new-label and only create a new label if that is set.
