Add ref support to gh cache list command #8710

Describe the feature or problem you’d like to solve

We have many caches in the repository, so I'd like to delete caches associated with branches that have already been merged.
To accomplish this, I need to filter caches by a specific branch.

Proposed solution

Add ref support to gh cache list command.

ref string
The full Git reference for narrowing down the cache. The ref for a branch should be formatted as refs/heads/. To reference a pull request use refs/pull//merge.
