Help output for individual commands is broken #883

$ gh help pr
Work with GitHub pull requests.

A pull request can be supplied as argument in any of the following formats:
- by number, e.g. "123";
- by URL, e.g. "https://github.com/OWNER/REPO/pull/123"; or
- by the name of its head branch, e.g. "patch-1" or "OWNER:patch-1".

  Open an issue using “gh issue create -R cli/cli”
  1. First part looks OK;
  2. I have expected gh pr under USAGE;
  3. I did not expect to see core commands vs. additional commands;
  4. FLAGS section is rendered even though there are none;
  5. Examples, Learn More, and Feedback don't seem to be specific to gh pr.

I think this was caused by #815 /cc @probablycorey
