Address possible redirect issues if possibly restricting entire sites #82

Possible solutions

• Notices when specific combinations of rules are used, such as all NOT rules.
• Prevent redirect loops with checks to ensure the page being redirected to is not also restricted with a redirect
• Put an icon on restrictions with problematic rulesets letting them know
