When the new-session flow opens in global scope, runtimeWorkspaceId is null, so agentList is empty even though the global destination binding is valid. This membership check rejects the preselected general agent, leaving Start session disabled and preventing the operator from creating a global session.

Summary
Implements Linear ENG-136: make the Sessions dock action contextual.
When no session window exists, clicking the dock Sessions action opens the new-session flow. When one or more session windows already exist, the same action focuses the most-recently-used session window, including windows that are minimized, on another virtual desktop, or hidden behind an inactive stack tab. The Session menu and command palette continue to own the sessions catalog.
Root cause
The dock treated Sessions as a catalog toggle. That made the primary dock action ambiguous and prevented it from behaving like a fast launcher/focus target. The catalog still belongs to the Session menu/palette, while desktop focus state already provides the authoritative MRU ordering and window activation path.

The required task-scoped `make gate` was run. Lint, typecheck, and code generation checks passed. The web test lane is currently red on one pre-existing failure in `src/systems/os/hooks/tests/use-window-manager-stream.test.tsx` ("Should reconcile a removed workspace before opening the replacement stream"): it reproduces in isolation and was present before this ENG-136 change. The lane passed 713 files / 6,231 tests and failed only that unrelated test. Per request, `make gate-full` and `make verify` were not run.
