Loop actions can now return payloads larger than the task-run envelope without losing coordinator restart safety or bypassing bounded tool results. Values up to 16 KiB remain inline; larger values are stored in the existing loop blob store and exposed through an exact-byte, workspace-authorized paging resource. Values above the effective action budget fail with the typed
